Text adopted by the Assembly on 10 April 2014 (17th Sitting).
"Summary
The Committee on Legal Affairs and Human Rights is of the opinion that more measures must be taken at national and European level to counter the excesses of sects which affect minors.
Without seeking to define the term “sect”, the committee puts forward a series of measures to identify more effectively the extent of the phenomenon of sects and to combat abuse of minors by sects.
It condemns in particular the “excesses of sects”, namely acts and techniques which seek to place individuals in a state of psychological or physical submission, and stresses that these excesses can lead to violations of the fundamental rights of minors in terms of their right to life, their physical integrity, their family and social links and their education."

The commission found the Jehovah’s Witnesses’ general practice was not to report child sex abuse allegations to police or authorities unless required to do so by law, which demonstrated a serious failure to provide for the safety and protection of children in the organisation and the community.
“We do not consider the Jehovah’s Witness organisation to be an organisation which responds adequately to child sexual abuse,” the commission said in a report released on Monday.

– Barn kan få lära sig att världen snart ska gå under, att det har chans att få följa med sin förälder till paradiset men inget är säkert. Gör barnet fel eller ens tänker fel kommer ledare till ”hjälp” med bestraffningar som isolering i skamvrå, stirrande in i barnets ögon, utfrågning.
De vuxna skrämmer barnet för dem som inte tillhör samfundet och drillar barnet in i dubbelliv, berättar Rigmor Robèrt.
– De får höra att: ”Du ska le och utåt kunna förneka och ljuga om oss.” I gruppen ska barnet också le men bekänna allt och lyda, bära skuldkänslor, tåla psykisk misshandel.
I religionsfrihetens namn kan sekter, där barn far illa, uppfattas som ”minoritetsgrupper”. Boken Sektbarn belyser hur svårt det är att juridiskt bevisa manipulation och brott i slutna grupper. Medlemmar kan utan att blinka begå mened i domstol om deras ledare säger att så är Guds vilja.
Rigmor Robèrt menar att religionskompetens är en bristvara inom socialtjänsten, skolan och polisen.
– Personalen har svårt att skilja mellan sunda religioner och sekterism.
